The Role of the International Monetary Fund in the Development of Developing Islamic Countries with a Focus on the Iraqi Case

Abstract

This study analyzes the role of the International Monetary Fund (IMF), as a global economic organization, in the Iraqi economy (2005–2025) by examining growth, inflation, public debt, and transparency, assessing the experience from an Islamic economics perspective. Using an analytical and comparative approach with official data and literature, the study finds that IMF interventions partially controlled inflation and provided short-term stability, but had limited impact on long-term growth and sustainable development. Public debt and reliance on oil highlight Iraq’s economic fragility, and governance and transparency saw little improvement. From an Islamic perspective, interest-based IMF loans foster dependency and conflict with Sharia objectives. The study concludes that IMF experiences in developing Islamic countries, including Iraq, have largely failed to promote sustainable development, suggesting the need for Islamic financing and greater economic integration.
