Human Development in Iraq Trends and Challenges

تعد التنمية البشرية من الموضوعات الحيوية لأنها تتعلق بحياة الإنسان بشكل مباشر . وان الاهتمام بها جاء على اثر فشل السياسات التنموية التي انتهجتها الدول في مد الفئات الفقيرة من السكان بالمتطلبات الأساسية . ومن هنا تأطرت التنمية البشرية لتمكين الفرد من التمتع بحياة أفضل من خلال حصوله على دخل معقول ورعاية صحية جيدة ومستوى تعليمي لائق . ويتحكم في مستوى التنمية البشرية في أي بلد عاملين رئيسين هما هيكل الاقتصاد وخيارات السياسة . وعندما تتحقق تنمية بشرية معقولة فإنها ستنعكس في عوائد اقتصادية واجتماعية وسياسية . وتواجه الدول وخاصة النامية العديد من التحديات تثبط من جهودها في الوصول إلى مستويات مرضية من التنمية . ولا يخرج العراق عن حاضرة هذه الدول فمستوى التنمية البشرية فيه متوسط ولا يتناسب مع إمكاناته المادية والبشرية .
